About Paul Read Consulting

With a career spanning nearly 40 years in the Police and Law Enforcement, including military, Paul’s breadth of knowledge and experience within the industry is truly extensive. Paul served in the military seeing active service in the Falklands war and Northern Ireland. During his 36 years in the Police (Thames Valley Police) and Law Enforcement, principally as a Senior Detective he was commended 14 times, seeing duty abroad on both National and International investigations into Serious Organised crime regularly. He is an accredited and vastly experienced Senior Investigating Officer (SIO) having attended and passed both the Home Office National Level 3 PIP-Professionalising Investigation Programme and the SOCA (Serious Organised Crime Agency) SIO Covert Law Enforcement Programme.

He has held appointments as Head of Thames Valley Police Crime and Drug investigation unit, SIO on Major crime, Operational Head for intelligence and security on SOCA and as an Operational Head of both SOCA/NCA (National Crime Agency) investigation teams for proactive covert and reactive major investigations including fraud and money laundering (AML).

Paul completed the last 6 years as a Senior Operations manager at the National Crime Agency. This involved being nationally trained and accredited in the management of serious crime, including major fraud, money laundering and corruption. He is a nationally trained SIO, accredited and experienced in both Kidnap and extortion and further nationally trained with vast experience in the management and use of undercover officers. He is adept in project work in that he wrote and implemented the TVP force policy for kidnap and extortion as well as providing valuable training for commercial organisations in the prevention and best practice in the management of such investigations. He has strategic management experience as the change manager for Berkshire East BCU, in the implementation of the newly formed crime management and reporting process, for a Force wide initiative to improve effectiveness and efficiency for the public.

His additional skills and experience are: (CHIS) Covert Human Intelligence Source Controller and handler, fully trained surveillance operative, team leader and manager (Level1) including being advanced driver trained.

Paul is also Developed Vetted to Government security clearance.
